David Zachow told selectmen he would not join the Island Nursing Home (INH) board unless the organization released full financial statements. At multiple meetings officials discussed limited documents provided so far — the only nonprofit filing the minutes record seeing was a June 2020–June 2021 Form 990 — and the presence of a nondisclosure agreement the town-appointed reviewer questioned.
Minutes show INH representatives indicated the facility could operate as either 32 or 36 residential-care beds if revived; David and other representatives also discussed whether INH might qualify for state funding under island-location precedents (an Eastport example was cited) but emphasized that a full financial review was a prerequisite before Brooksville would commit representation or funding.
Selectmen noted concerns about governance and requested clearer financials prior to any town endorsement or appointment. The board also referenced coordination with surrounding towns and the need for a closure plan and transparent board documents before committing resources or personnel.
Next steps: The board asked INH to provide complete financial statements and said town representatives would not join the INH board until financial disclosures and governance questions were resolved.
