Buckeye Lake council adopts right-of-way fees, emergency appropriations and MOU in unanimous votes

Buckeye Lake Village Council unanimously approved three ordinances on Oct. 27, adopting a new fee schedule for the village’s right-of-way program, enacting an emergency amendment to permanent appropriations, and authorizing a memorandum of understanding with private property owners.

The council adopted Ordinance 2025-58, “setting the costs for the certificate of registration fee and the construction permit fees for the right-of-way program,” after a motion by Councilor Tom Wolfe and a second by Councilor Kellie Green. The roll call vote recorded Yes: Wadley, Wolfe, Cable, Green, Keener, Lemmon (6–0).

Council later approved Ordinance 2025-67, an amendment to the 2024-66 permanent appropriations ordinance that the council declared an emergency. The council first voted to suspend the rules and then to adopt the ordinance; both votes passed unanimously. Council also added Ordinance 2025-68 to the agenda and adopted it by suspending the rules and passing the measure; the measure authorizes the mayor to sign a memorandum of understanding with Jerry L. and Francheska Wright and execute required details contained in the MOU.

Other procedural motions at the meeting included moving Ordinance 2025-62 (an amendment to the permanent appropriations ordinance) to a third reading and moving Ordinance 2025-66 (authorizing a contract with the Licking County Board of Commissioners for reimbursement of counsel for indigent defendants) to a second reading.

The council recorded votes explicitly for the adopted measures; recurring roll-call tallies for the adopted ordinances showed unanimous support from the six voting councilors present. No formal resolutions or other new business were introduced at the meeting. The council adjourned at 7:51 p.m. and scheduled its next regular meeting for Nov. 10, 2025.
