Buckeye Lake council adopts indigent-defense contract, approves HRA funding change and routine business in unanimous votes

Buckeye Lake Village Council on Nov. 24 voted unanimously on a slate of routine and substantive items, including an ordinance to contract with Licking County for reimbursement of legal counsel for indigent defendants and a Personnel Committee recommendation to reconfigure HRA funding to reduce employee deductibles.
Ordinance 2025-66, authorizing the mayor to enter a contract with the Licking County Board of Commissioners for indigent-defense counsel reimbursement, was adopted after a motion by Councilor Douglas Keener and a second from Councilor Deb Julian. The roll-call vote was Yes: Cable, Green, Julian, Keener, Lemmon, Wadley, Wolfe; Motion Passed 7-0.
On employee benefits, Personnel recommended maintaining the employer/employee premium split at 85%/15% while increasing the village contribution to the health reimbursement arrangement (HRA). The recommendation lowers the employee single-coverage deductible from $6,300 to $2,500 and lowers family coverage from $12,600 to $5,000; Council accepted the recommendation on a unanimous 7-0 vote. Officials clarified that insurance plan benefits remain unchanged and that only HRA funding would change.
The council also approved minutes (Nov. 10 and Nov. 14), October bank reconciliations and the Treasurer's report; passed motions not to request hearings on retail liquor permit renewals and a specific transfer for J&J Village Market; and re-tabled Ordinance 2025-72 for further consideration. All recorded roll-call votes on those items were unanimous.
The meeting adjourned at 8:20 p.m.; the next regular council meeting is scheduled for Dec. 8, 2025.
