Silver Lake council unanimously adopts emergency measures to pay purchase orders, amends appropriations and confirms watershed appointment

The Village of Silver Lake Council unanimously adopted emergency measures on Feb. 2 to finalize payment for two previously approved projects, approve a small appropriation amendment and confirm an appointment to the Watershed Commission.
Council President Matt Plesich presided over the meeting where Finance committee chair Suzanne Garrett explained Ordinance 08-2026 would enable the issuance of two purchase orders: one to Karvo Companies, Inc. for pavement and sidewalk reconstruction on Harriett Road and one to OHM Advisors for engineering oversight related to Enbridge activity on the Hastings/Millboro project. Clerk‑Treasurer Sean M. Housley said the purchase orders are being encumbered from existing budgeted funds and cannot be increased under the current authorization; one bill from Enbridge has already been received and will be applied against the PO. The council suspended the rules and adopted the ordinance by roll call, 7-0 (motion to adopt moved by Suzanne Garrett; seconded by Jim Kurtz).
Also approved was Ordinance 09-2026, an amendment to appropriations totaling $12,010.91. Garrett said the increase primarily covers an increased IT contract and dispatching costs. Housley explained the amendment also reflects an accounting transfer involving OWDA loan proceeds for the Markle Drive project (the loan proceeds are recorded in sewer fund 5020 while the Markle Drive project uses a 2000-series fund, necessitating the transfer). The council suspended the rules and adopted the ordinance, 7-0 (motion to adopt moved by Suzanne Garrett; seconded by Betsy Meyer).
On a separate action, the council confirmed Thomas DiCaudo to fill the unexpired Watershed Commission term of Dan Markowitz, who is resigning after moving out of state. The measure passed unanimously, 7-0 (motion to adopt moved by Phil Kaplan; seconded by Kevin Rozsa).
