Silver Lake council approves appropriations correction, law director contract and a slate of appointments

The Village of Silver Lake Council on Nov. 17 unanimously adopted a corrective budget ordinance, approved an amended contract for the law director and confirmed a package of mayoral appointments and reappointments.
Council President Matt Plesich opened the meeting and, after roll call showed all seven members present, the Council moved quickly through several consent and committee items. Clerk-Treasurer Sean M. Housley said Ordinance 77-2025 corrects a mathematical error in the fund total for the appropriations ordinance; Finance Chair Suzanne Garrett moved to suspend the rules and adopt, and the motion passed on a roll-call vote of 7–0.
Mayor Dunphy told Council the amended contract with Law Director Patricia Ambrose Rubright incorporates the same cost-of-living adjustment that other staff received. Council suspended rules and adopted Ordinance 83-2025 by unanimous vote. "The difference between this contract and the previous version is that it incorporates the cost-of-living adjustment," the mayor said.
Personnel & Public Affairs Chair Betsy Meyer presented a package of appointments and reappointments to the Park Board, Shade Tree Commission, Planning Commission, Watershed Commission, Board of Zoning Appeals and other bodies. Council corrected a clerical error in one ordinance’s term year and then suspended the rules and adopted the slate (votes recorded as unanimous where taken). Clerk-Treasurer Housley noted a service-department hire, Richard Bergey, whose appointment was supported by Service Director Ben Gregory, who said Bergey has 21 years with the department.
Finance Chair Garrett also presented the check report (dated Nov. 30, 2025) and the statement of cash position (dated Oct. 31, 2025); Council accepted both reports unanimously. Housley said he will distribute the upcoming budget packet digitally by the end of the week to allow members a week to review it.
The meeting concluded with routine departmental reports and miscellaneous business, including scheduling swearing-in ceremonies for mid-December and a proclamation to recognize Suzanne Lipan’s upcoming retirement.
The council’s next regular meeting is scheduled for Dec. 1, 2025.
