Silver Lake Council unanimously adopts four emergency ordinances, including snow-removal program and payment for Church Street repairs

At its Sept. 15 meeting the Village of Silver Lake Council unanimously suspended rules and adopted four emergency ordinances: a $46,000 fund advance for boulevard reconstruction; payment to Fabrizi Trucking for Church Street repairs; an amendment to 2025 appropriations; and a driveway snow-removal program for seniors and infirm residents.
Council on Sept. 15 suspended rules and unanimously adopted four ordinances — Nos. 70 through 73 — each declared an emergency and approved by 7–0 roll-call votes.
Ordinance No. 70-2025 advanced $46,000 from the General Fund to the Storm, Sanitary and Water Reconstruction Fund to support the Silver Lake Boulevard reconstruction project. Finance chair Suzanne Garrett read the ordinance and Clerk-Treasurer Sean Housley confirmed the advance will be repaid.
Ordinance No. 71-2025 authorized payment to Fabrizi Trucking and Paving Company, Inc. for emergency road repairs required after a Church Street water-main repair. Mayor Dunphy said the payment is an additional amount beyond an earlier $50,000 payment that addressed the water-main repair; Service Director Ben Gregory clarified the additional funds cover a broken valve on Kent Road adjacent to the Church Street work.
Ordinance No. 72-2025 amended appropriations for current expenses, including an increase in advertising (about $1,500) to cover remaining advertised projects through Dec. 31 and a previously discussed training appropriation. Clerk-Treasurer Sean Housley said he does not expect the advertising increase to be fully spent.
Ordinance No. 73-2025 established the Village’s annual driveway snow-removal program for senior and infirm residents. Council members confirmed Baker Towing handles the contractor work, the program uses a three-inch threshold for plowing, and the $5,000 budget is seldom fully used. Sidewalks are not cleared as part of this program.
All four ordinances were adopted after motions to suspend the rules and passed on roll calls of Yes 7, No 0. Council did not record any no votes or abstentions.
