Committee advances short-term rental amendment for manufactured-home parks to council

Staff presented a proposed amendment to the city’s short-term rental rules to allow short-term rentals in single-owner manufactured-home parks with limits: a cap of 30% of park units or five units, whichever is less, and applying only where a single operator owns the park.
Councilor Fish spoke in favor of allowing short-term rentals, noting that many are owner-operated and can bring visitors who support local restaurants and events. "A lot of these are everyday families that usually get a property, put a great deal of money into fixing them up," Councilor Fish said, adding that some frequent visitors later invest in the city.
Other councilors expressed concern about housing stock and the risk of commercialization of limited housing types. After discussion, the committee voted to move the amendment to full council for consideration. Roll-call during the committee vote recorded Councilor Mer yes, Councilor Carson yes, Councilor Paloon yes, Councilor Fish yes and Chair Leonard no; the motion to forward passed and the item will appear on the next council agenda.
