Steve Govoni of Wentworth Partners & Associates, representing property owner Gavin Blawie, described the elevation levels and structural work the barn requires to meet shoreland and flood-hazard standards. Aaron Crocker, Skowhegan’s Code Enforcement Officer, said crews had stopped work until the permit was approved and that shoreland and building permits would be ready to issue after the board’s action.
The approval clears the immediate regulatory hurdle so the owner can proceed with repairs designed to protect the structure from flood risks. Board member Anjanette McFarlin moved to approve the application as presented; Dan Luce seconded, and the motion passed. The board did not record a roll-call vote in the minutes beyond the motion passing.
The board did not discuss permit conditions in detail during the meeting; Code Enforcement Officer Crocker indicated paperwork for the shoreland and building permits would be completed following approval. Staff did not provide a timeline for construction to resume. The Planning Board will include related permit documentation with the project record when available.
