Meyer moved to suspend the rules so the council could act at the special meeting; Tom DiCaudo seconded the motion and a roll-call vote carried 6-0. Phil Kaplan then moved to adopt Ordinance No. 74-2025; Suzanne Garrett seconded, and the council again voted 6-0 to approve the ordinance and the emergency declaration. Matt Plesich, council president, adjourned the meeting at 5:43 p.m.
