Silver Lake council reviews 2026 appropriation ordinance, approves minor corrections and meeting schedule

Council President Matt Plesich opened the Village of Silver Lake meeting on Oct. 6 and led approval of minutes and procedural items before the council took up the proposed 2026 appropriation measure.
The council received the first reading of Ordinance No. 75-2025, the village ppropriation ordinance for the fiscal year ending Dec. 31, 2026. Clerk-Treasurer Sean M. Housley told council that Fund 5020 (sewer) increased by $2,400, changing the fund from $395,334.98 to $397,734.98 and updating the grand total appropriations to $5,987,639.18. Housley said the figures can be traced to the legal level in the budget report and may be adjusted before final adoption.
Why it matters: The appropriation ordinance sets the legal spending limits for the village and establishes amounts staff can obligate across funds. Small adjustments at the fund level can shift interfund totals and the legal budget that council will ultimately adopt.
Housley said he will update the packet "as amended" if additional changes occur before final readings. Councilmember Suzanne Garrett asked that members receive the budget early for review; members agreed to meet Monday, Oct. 20 at 6 p.m. for further discussion and to meet at 5:30 p.m. on Nov. 6 for follow-up review.
Council also handled routine business. A motion by Mr. Chris Scott, seconded by Mr. Phil Kaplan, to excuse the absence of Mrs. Meyer passed. Later, a motion by Ms. Suzanne Garrett, seconded by Mr. Chris Scott, to accept the submitted department reports passed with all members present voting in favor.
Next steps: Ordinance No. 75-2025 was presented at first reading; additional adjustments may appear in the packet before a final vote at a subsequent meeting. The council scheduled a special review at its Oct. 20 meeting.
