Marlboro County awards $2.66 million contract for aquatics center after contested vote

Finance Director Wes Park presented cost estimates and said that, after including engineering fees and contingencies, the total project cost would be about $2,992,000. Multiple bids were listed: a pool-only bid from Jen Co/Gen Co. (Simpsonville) for $682,022, a low responsive full-build bid from FBI Construction for $2,658,465, and other bids ranging higher.
Dr. Damien Johnson moved the motion to accept FBI Construction’s bid; Pearly Lawson seconded. Councilmembers Charles P. Midgley Jr., Pearly Lawson, Dr. Damien Johnson, Anthony Woods and Lafeyette Jackson voted in favor. Jason Steen, Steve Blackmon and Verd Odom opposed.
Council discussion addressed total project cost and tradeoffs between a low pool-only bid and the higher turnkey bids; Finance Director Park explained the higher figure reflected added costs beyond the pool itself. The motion approved the contract award; staff did not vote to appropriate construction funds in the April 8 meeting (funding and procurement steps to follow per county procurement rules).
The council also discussed related capital planning, and members requested follow-up details on funding sources and schedule at subsequent meetings.
