Marlboro County Council advances FY2026 budget and five-year CIP on 5–3 title-only votes

Marlboro County Council voted 5–3 on April 8 to approve title-only first readings of Ordinance #865, the county’s proposed budget for the fiscal year beginning July 1, 2025, and Ordinance #866, the county’s five-year capital improvement plan covering FY2026–FY2030.
County Administrator Wilson A. Clyburn presented the budget item as a title-only first reading and said a public workshop on the budget is scheduled for April 16. Councilmember Pearly Lawson said she had a problem approving a title-only ordinance; her opposition, along with votes from Dr. Damien Johnson and Mr. Jason Steen, produced the 5–3 split. Those voting in favor were Charles P. Midgley Jr., Anthony Woods, Lafeyette Jackson, Steve Blackmon and Verd Odom.
The title-only votes advance the measures to later readings and public hearings where fuller texts and budget details will be available for review. Clyburn told the council the action starts the formal budget process and that staff will present full budget documents and analyses at the scheduled workshop.
By rule the first reading taken "by title only" leaves details to subsequent readings; several council members signaled they wanted additional information before a final vote. The council did not adopt any final appropriations during the April 8 meeting.
The council is scheduled to continue budget work at the April 16 workshop; further public hearings and readings will follow the county’s ordinance process.
