Planning & Zoning Director Frantz told Richfield Village Council on April 21 that the sale of 3901 Brecksville Road to Old Man Lucky (Perogies of Cleveland) is complete and that the buyer intends to begin construction in coming months after final plan approval.
Frantz also reported that the Cleveland Water Department granted a Permit to Install (PTI) for the Wheatley Road public road extension project; the Village Engineer will use that approval to apply to the Ohio Environmental Protection Agency and advertise the project for public bids. Frantz said the right-of-way phase has started and acquisition letters will be sent to impacted property owners.
Administration asked Council whether to include utility burial in Phase I of the SR 176/303 intersection improvement project. Frantz provided cost estimates and timing: approximately $2.4 million without utility burial and about $3.5 million with utility burial; Council members discussed options and timing with construction potentially beginning in 2027-2028 depending on the burial decision.
Separately, Frantz noted a bid opening for the Grant Street parking lot public solicitation occurred on April 21. The Planning Commission will also continue zoning-code use discussions and start in-depth dimensional standards work in upcoming meetings; a referral was made to study data-center limitations and impacts.
What happens next: Council must direct whether to include utility burial in Phase I, administration will continue right-of-way work and bidding steps, and the buyer at 3901 Brecksville Road may begin construction according to its approved plan and permit timeline.
