Richfield council adopts emergency 2026 appropriation, refers data-center rules and advances cybersecurity measures

Richfield Village Council on April 21 adopted an emergency appropriation ordinance to fund operations through Dec. 31, 2026, and advanced several pieces of legislation related to cybersecurity, building controls and land-use rules.
At the meeting, Council unanimously adopted Resolution 32-2026, the emergency appropriation to make appropriations for 2026 expenses. The finance director had reported year-to-date revenues of $9,975,028 against budgeted revenues of $39,524,584 and explained the recommendation prior to the vote.
Council also voted unanimously to suspend the second reading of two resolutions that would contract for controls upgrades at the police station and the administration building (Resolutions 29-2026 and 30-2026). Those motions to suspend the readings were approved, which advances the contracts for approval on an expedited schedule but does not by itself constitute final contract award.
On land-use policy, Council adopted Resolution 34-2026 to refer potential regulations governing data centers to the Planning Commission for study; the referral was moved and adopted unanimously. Planning staff told Council the referral will examine public-health, safety and general-welfare impacts and report back as part of the zoning code update process.
IT Director Baker reported that the Village will present legislation to adopt a cybersecurity program to comply with Ohio House Bill 96; Ordinance 31-2026 was introduced at first reading. Separately, Council adopted Resolution 25-2026, inviting applications for public depositories under the Uniform Depository Act; that resolution will be advertised and progressed through readings in May and June per the schedule provided.
