Select Board holds two executive sessions on waste contract and Penobscot proposal; no votes taken

The Carrabassett Valley Select Board met in two executive sessions on Oct. 28: first to discuss waste-management agreements under 1 M.R.S.A. §405(6)(E) and later to discuss a Penobscot proposal under 1 M.R.S.A. §405(6)(C).
Chris Roy of Somerset Disposal said he had understood—based on conversations with a previous town manager—that he could use Carrabassett Valley’s tipping contract with Waste Management at the $90/ton town rate rather than the standard private rate of $137/ton at the Norridgewock site. He told the board he has contracts tied to that understanding and must renegotiate or withdraw from servicing the area. The board agreed to have Town Manager Garrett Corbin contact Waste Management to allow Roy to use the CV contract for the next week while the Select Board researches the final outcome.
The board entered the first executive session at 6:00 p.m. and exited at 6:30 p.m.; it entered the second at 6:31 p.m. to discuss the Penobscot proposal and ended that session at 6:51 p.m. All motions to enter and exit executive session passed unanimously. No votes were taken after either executive session; the matters are likely to return to future meetings.
Why it matters: The waste-contract question could materially affect local waste-hauler operations, service arrangements with residents, and contractor revenues. The Penobscot proposal was discussed in executive session and will be revisited in public meetings as appropriate.
