Select Board selects McFarland Johnson for airport master-plan RFQ

Carrabassett Valley’s Select Board accepted McFarland Johnson’s response to the airport’s request for qualifications for a five-year master plan on Sept. 9.
Town Manager Garrett Corbin said the RFQ was evaluated using a scoring method and rated McFarland Johnson highest because it specifically noted the town’s concurrent comprehensive-plan update and proposed to help seek grants to mitigate tax impacts. Airport Manager Tom Wallace told the board that Federal Aviation Administration procedures require bids be reviewed by an independent consultant, which provides an additional check on cost and process.
Karen Campbell moved to accept McFarland Johnson’s application; Jay Reynolds seconded the motion and it passed unanimously. Corbin and Wallace discussed that Hoyle Tanner, the incumbent, offered to serve as the independent reviewer even if it did not win the contract; Wallace said choosing a new provider could bring a new perspective.
Next steps: staff will proceed with contracting and coordinate any FAA-required independent review. The minutes did not record proposed dollar amounts for the contract at the meeting.
