Historical Society outlines America250 events and asks council for up-to-$500 grant to support programming

Sandy Westbrook, speaking for the South Windsor Historical Society, told the council the group has organized programs, lawn-chair chats and a July 15 Declaration Day commemoration at Rotary Field and asked the council to approve a grant of up to $500 to cover publicity, signage and program costs.
"We are planning declaration day, our major commemoration of the 250th anniversary for July 15 from 6 to 08:30 PM at the Rotary Field behind the Charles Enos Community Center," Westbrook said, and described related programs through September, including a Heritage Day event on Sept. 26. She reported recent program attendance figures (30—3 people for lawn-chair chats; 45—0 for a women's club event) to show community interest.
Councilors asked operational questions, including the status of an oil tank at the Pleasant Valley Schoolhouse Westbrook mentioned had leaked; Westbrook confirmed the tank is in the basement, the oil came into a closet, cleanup was completed but an odor remains. She clarified that the $500 she requested from the council was for advertising and signage and not for oil remediation.
Town Manager Michael Maniscalco and other councilors suggested the Historical Society submit a brief written request documenting the amount and intended uses so the council could consider a resolution to transfer the funds from contingency; one councilor advised that such activities might not occur until after July 1 because of budget timing.
The council indicated general willingness to support the small grant and asked staff to post event details on the town website and to prepare the paperwork needed for a formal transfer.
