Orangeville staff report on permits, festival planning and annexation talks; city did not receive trail grant

City staff and council members used the May 14 meeting to update the council on code enforcement, event planning, municipal accounts and intergovernmental outreach.
Zoning Administrator Seth Manning told the council the house on South Main has obtained a building permit; a different property on 200 West still lacked a permit and has been given until June 18 to obtain one. Manning also said animal‑control citations have been handled this month.
Maintenance Supervisor Travis Richards reported crews prepared the cemetery for Memorial Day and noted a recent funeral service. Recorder Amanda Lake and Treasurer Dani Tuttle discussed Orangeville Days logistics: shirt designs were submitted to a vendor, vendor and parade line‑ups are being organized, and the Youth City Council (YCC) helped with cemetery weeding. Tuttle said she and Lake moved two dormant accounts to Cache Valley Bank after finding funds: one account is a water‑share account funded by $1 per utility billing, the other is a leftover capital‑project account. Tuttle recommended reviewing the city’s irrigation contract to determine whether the city may purchase water shares under that agreement. She also reported the city’s trail grant application was not awarded.
Visitor and fire representative Tracy Addley described recent mock training at Valor, preschool visits to the fire station and mutual‑aid response to a Castle Dale fire; Addley said some students have requested the high school offer an EMT class. Council Member David McKee reported on the Utah League of Cities and Towns conference, described ongoing fiscal pressure on the local EMS board and said Commissioner Jensen is pushing for PILF funding; McKee said PILF allocations are decided by commissioners and amounts are not guaranteed.
Council members also updated the meeting on administrative matters: Doug Stilson is revising the city fee schedule and suggested categorizing business licenses; Stilson said the county paid about $35,000 to veterinary services for animal control last year and recommended the city not assume animal‑control intake. Kevin Butler confirmed event route planning for Orangeville Days and said a planned car show would not take place because of scheduling conflicts. Mayor Shaun Bell said he scheduled a meeting with three county commissioners about annexation of potential county property but only Commissioner Jensen attended; Bell said Cory Gardner at Valor expressed support for annexation.
Next steps noted in the meeting: David McKee will attend a Flood Mitigation meeting for the city; finance staff will issue the approved vendor refund; and staff will follow up on permit compliance and publication of ordinance changes.
