RSU 3 board establishes town withdrawal advisory committee after extended debate

The RSU 3 school board voted unanimously to form a town withdrawal advisory committee charged with negotiating withdrawal terms with the towns of Liberty and Waldo and presenting those negotiations to the board for approval. The vote followed an extended discussion about committee procedure, legal obligations and the pace of the towns' own withdrawal work.

Board members repeatedly cited MRSA Title 20-A §1466 during the exchange, noting the statute’s role in the town withdrawal process and in defining what negotiable items the district and towns must address. Several directors said Waldo’s committee is further along and ready to submit a draft report to the Department of Education, while Liberty is earlier in the process.

Glenn moved an amendment specifying the committee’s charge: to negotiate the withdrawal process for Liberty and Waldo and bring those negotiated terms to the board for approval. The board voted to adopt the amendment and then approved the amended motion unanimously.

Board members emphasized that the committee is advisory, that meetings must be held in public and that committee minutes will be posted. Several directors urged clarity on committee composition and reporting: the towns appoint their withdrawal committee members under state law, and RSU 3’s advisory panel will meet with those town committees, share fact sheets and provide district perspectives on impacts to students and services.

The vote formalizes a committee that several board members said had already been meeting informally; the action aligns the district’s approach with legal guidance and creates a clearer channel for negotiation and reporting to the full board.

What happens next: the advisory committee will meet with town representatives, gather and exchange information required by statute, and return negotiated proposals to the board for review and a possible decision at a future meeting.
