Roxbury selectmen pause winter-roads award, direct staff to interview bidders

Selectman Matthew Patneaude initially moved to accept the lower three-year bid from Michael Gallant but the motion failed on a 0-3 vote. Selectman Ray Hodsdon then moved — with Selectman Timothy Derouche seconding — that town office staff reach out to both bidders to conduct interviews before the board makes a final contract decision; that motion passed 3-0.
The two bids presented to the board differed substantially. Michael Gallant submitted a three-year proposal of $130,071, $130,752 and $131,433 (three-year total $392,256). CA Pappas offered $164,740 the first year, $189,740 the second and $214,740 the third (three-year total $572,220). The minutes note a line-item for mixing sand and salt that was described as a $500 assumption total and a per-cubic-yard mix fee shown as $1.00 for the Gallant bid and $10 to mix per cubic yard in the CA Pappas bid.
Board members discussed the need for interviews and more detail before committing to a multi-year contract given the difference in multi-year totals and unit charges. The board directed staff to contact both bidders for interviews and report back so the selectmen can make a fully informed procurement decision.
The board did not vote to award a contract at the meeting; the interview step is the next procedural action.
