Council reviews Mountain Estates annexation draft and planning ordinance changes

Mayor Rok said the Mountain Estates annexation draft has been shared with council and planning commissioners and sent to special counsel; staff will correct water-availability language and remove an incorrect reference to county approval. The Planning Commission is also reviewing lighting and roof-overhang ordinance revisions.
Mayor Rok told the Feb. 10 work session that the draft annexation report for Mountain Estates was distributed to the council and Planning Commission and has been forwarded to special counsel for review. Revenue and cost-estimate drafts are being prepared with Councilman Bitter’s assistance and should be circulated to the council by the end of the week.
Rok outlined two corrections to the draft: add that water is available on the west side of the property (not only the east and south) and remove a statement that the county approved the annexation; she also said single-family areas should be added in the MR2 zoning section.
Mayor Rok said an annexation information page has been added to the town website under the Community tab to include emails, letters from the public and town responses. The council discussed the status of the draft and next steps for public information and legal review; no formal annexation vote occurred at the work session.
Separately, the Planning Commission reviewed changes to ordinance 154.074 (outside lighting) and ordinance 154.062 (roof overhangs) and will seek clarifications before those ordinances are brought to the council in March. The council was also told the third reading of the short-term rental ordinance will need to be tabled while attorney input on a grandfather clause is obtained.
