Committee hears briefing on pending federal allocations: uncertainty around MSAP/“MedTech 7” grant and delayed Title allocations

Finance staff told the committee June 12 that the district has not yet received official authorization for the fifth year of one MSAP grant (referred to in discussion as MedTech 7), which has a performance period running April 2021 through March 2026. Staff said they have been using carryover funds and are anxious for official notice before the school year begins.
Staff also said the state is late in allocating Title I, II and IV funds to districts. The presenter estimated Title I funding in the roughly $5,000,000 range and Title II around $1–2 million but said exact allocations from the state were not yet available. The district has set aside $10,000,000 in prior‑year fund balance as a short‑term contingency but characterized such use as a non‑recurring, temporary measure.
Several board members sought clarity about what “MedTech 7” is and who operates the program. Staff replied the item is a curriculum program (not a separate organization) and that curriculum staff will provide more detail; members said they will ask for a fuller explanation at the board meeting if needed and warned of optics if allocations were split unevenly across north/south areas of the county.
Staff said they will continue contingency planning for personnel if federal authorizations do not arrive and will include a fuller update at the next meeting or at the full board presentation.
