Woolwich Committee adopts disabled-veterans tax exemption, introduces CAP bank and personnel ordinances and approves broad consent agenda

Woolwich Township Committee on April 6 adopted Ordinance 2026-06, amending Chapter 168 ("Taxation") to add a Disabled Veterans Property Tax Exemption and introduced several additional ordinances related to municipal finance and staffing.
The meeting took place at 6:30 p.m. Mayor Matthias opened the hearing on Ordinance 2026-06; Committeewoman Williams moved to open the public hearing and, after no public comment, Mayor Matthias closed the hearing. A motion to adopt Ordinance 2026-06 passed on a roll-call vote with Committeeman Frederick, Committeewoman Williams and Mayor Matthias voting yes. The ordinance was recorded as adopted unanimously.
The committee then introduced Ordinance 2026-07, which would permit the township to exceed municipal budget appropriation limits and establish a CAP bank under N.J.S.A. 40A:4-45.14. Administrator Watson provided a brief summary of the personnel ordinances: Ordinance 2026-08 would establish a part-time Finance Assistant position and Ordinance 2026-09 would establish a part-time Tax Assistant. Ordinance 2026-10 would set 2026 salary ranges for certain township officials and employees; Mayor Matthias said ranges were broadened to reduce the need for frequent amendments. Each ordinance was moved for introduction by Committeewoman Williams, seconded by Committeeman Frederick, and approved unanimously by the members present.
Mayor Matthias then asked for a consent agenda to cover Resolutions R-2026-116 through R-2026-230. The committee adopted the consent agenda by motion, with a unanimous roll-call vote recorded for those present. The consent agenda encompassed a range of actions, including an appointment amendment for William Miller as UCC Construction Code Official/Building Inspector (R-2026-116), NJDOT grant-related approvals and revisions for roadway and resurfacing projects (including FY2023 and FY2026 program entries), street-opening permits, refund authorizations for Uniform Construction Code permit fees, an emergency temporary budget resolution (R-2026-224), and appointments and shared-service agreements related to firefighting services, among other items.
On routine finance matters, the committee approved bills and purchase orders as submitted. Committeeman Frederick recorded an abstention from Verizon bills and Committeewoman Williams recorded an abstention from New Town Press bills; both otherwise voted yes and the motion carried.
The meeting record shows no public objections or recorded dissent during the ordinance actions or consent-agenda votes. The committee adjourned at approximately 7:24 p.m.; the next meeting is scheduled for April 20, 2026 at 6:30 p.m.
