Staff (S8) reminded the committee that McSweeney has conducted annual inspections of the pier for roughly a decade and completed an earlier phase 1 conceptual design. The phase‑2 award covers final design, geotechnical work and two years of design oversight and inspection, staff said. Earlier conceptual estimates discussed in the meeting placed construction costs at approximately $12–13 million, with another $2–3 million in demolition costs, though staff emphasized the final design will narrow that construction estimate.
Committee members asked about the construction timeline and alternatives; staff noted additional work on Windy Creek is underway and that the county will return with subsequent procurement for construction. The contract passed with no objection.
