Beaufort County’s Public Facilities Committee voted June 16 to award a construction contract for the Spanish Moss Trail extension into the town of Port Royal and to approve an intergovernmental contribution from Port Royal.
Staff (S8) presented an award to KTC Enterprises to finish the trail extension and install a pedestrian hybrid beacon at the Rebo Road crossing. Staff said the project was previously started and paused due to easement issues; the company’s bid came in under the county’s construction estimate and includes a standard 10% contingency, producing a total contract amount discussed in the meeting at about $777,000.
The town of Port Royal agreed to contribute $200,000 for the town’s portion of the work through an intergovernmental agreement (IGA). Staff said that contribution reduces the county’s portion to roughly $577,000. Committee members asked clarifying questions about the signal and costs; staff confirmed the pedestrian-hybrid beacon is included in the contract and that the signal is a major portion of the bid.
Both the construction contract (Item 16) and the IGA (Item 17) were approved with no objection. Staff will proceed with contracting and scheduling construction.
