Edgecomb board approves budget amendment, pursues STEM and DOJ safety grants and adopts bell schedule

The Edgecomb County Board of Education approved Budget Amendment No. 4 for fiscal year 2023–24 after reviewing the hard-copy resolution. Staff said the amendment reallocates funds between program codes to reflect year-end expenditures and transfers; no new allotments were requested. The presenter read an illustrative total revenue/use figure during the presentation and recommended approval.
A motion to vote on the budget amendment after closed session was adopted to allow board members time to review the hard copy; after closed session the board approved the amendment by voice vote. Staff acknowledged the district may have used fund balance slightly more than originally appropriated because of higher utility and program costs, but stated they believe the district’s financial position remains sound.
In other business, staff reported that the district submitted an application to the Burrows Welcome Fund for a STEM enrichment grant requesting $124,200 to support after-school STEM activities (targeting Bullock Elementary with plans to replicate districtwide). Technology staff also said the district applied to the Department of Justice COPS School Violence Prevention Program (SVPP) for approximately $661,000 to fund security upgrades (security film and security wands). The district applied last year without success but said the application was strengthened this year; the grant, if awarded, would fund roughly 75% of costs with the remaining 25% expected to come from local capital outlay unless DOJ covers the full request.
The board also discussed and approved changes to school start times for 2024–25, specifically a swap of start times between North East High School and Phillips Middle School derived from a bus-efficiency study that staff said will save two bus routes. The bell schedule for the school year was adopted by motion.
The board approved a county agreement to operate summer camps this year with the total program budget listed in the meeting materials as $33,860.
