RSU 23 introduces Raptor safety app; superintendent flags DOE guidance that could change school construction funding

Superintendent John Suttie told the RSU 23 School Board on Oct. 16 that district staff were introduced to Raptor Technologies during a professional development day and that the app enables real-time communications across school buildings.
"We have increased our safety and security 100% in one day by using this app," Superintendent John Suttie said, according to the meeting minutes. Chair Craig Evans asked whether police also receive alerts sent through the system; Suttie confirmed they do.
Suttie also reported he received guidance from the Department of Education about what the state will fund in the new construction cycle, including directions tied to square footage per student. He said there were not many significant changes compared with the last cycle but that it is not yet known whether the state will maintain its previous (100%) funding level. He said a committee has been formed to explore ways to make school construction more affordable and that he will update the board on progress.
The board did not record discussion from outside experts or provide documentation in the minutes to substantiate the superintendent’s numerical claim about the app’s effect on safety; the minutes show confirmation only that police receive alerts.
