Chebeague Island School Committee approves agenda, outlines FY23 budget timeline and schedules policy readings

CHEBEAGUE ISLAND, Maine — The Chebeague Island School Committee met Nov. 2, 2021, approved the meeting agenda and prior minutes and spent most of the session reviewing budget planning and upcoming policy work.
School Committee Chair Suzanne Rugh called the meeting to order at 6:04 p.m. Committee members Jeff Putnam and Emily Short were present; Geoff Summa arrived later. Superintendent Ann Kirkpatrick attended; School Committee member Vika Wood was absent because she was working the polls.
Jeff Putnam moved to approve the Nov. 2 agenda; Emily Short seconded. The motion passed 3-0-0. Later, Emily Short moved to approve the Oct. 5 minutes; Suzanne Rugh seconded and the motion passed 2-0-1, with a notation indicating Jeff Putnam as the recorded abstention.
In correspondence, the committee reported an email from Carrie Ridgeway praising staff and a $100 check from the Credit Union to help feed students and families; a thank-you note was sent. The committee also received notice from The Island Institute about scholarship opportunities for middle- and high-school students for summer programs.
Chair Suzanne Rugh briefed the committee on a recent joint meeting and tour at Yarmouth High School, noting the facility's additions and extracurricular options for students. Student Anna Wasenius described her positive experience starting at Harrison Middle School and plans to join clubs.
Superintendent Ann Kirkpatrick reported that the school’s Open House drew parents and grandparents and that a staff member, Justina, is pursuing early elementary credentials. Kirkpatrick said she participated in observations with a Farmington professor and attended an MSSA fall workshop that focused on leveraging lessons from remote learning in classrooms. She said the district has written to Recompense seeking funds to subsidize school lunches because Chebeague Island School does not receive federal funding that would make it eligible for a universal free-lunch program. Kirkpatrick also said the Island Institute is organizing inter-island student book talks. She noted personal travel planned Nov. 18–30 and that she recently adopted a Golden Retriever.
Under new business, Kirkpatrick handed out a draft timeline for developing the FY23 budget and a review summary of the FY21 budget; she emphasized that FY21 figures are unaudited and therefore cannot be redirected to other accounts. The committee agreed staff would take an active role building cost-center budgets, that budget discussions will begin at the committee’s second monthly meeting, and that the committee will schedule time to discuss the budget with the Town Select Board.
On policy work, committee members received three policies for review and set first readings for Nov. 16: IHBAC (Child Find), BCB (Conflict of Interest) and BCC (Nepotism). The committee was told that GBGB (Workplace Bullying) and KDA (Public Information Program) will be taken up in December.
In old business, members noted that trees have been removed and the BOAT will be relocated; committee members asked whether the boat’s texture will need sanding before the move. The meeting record also noted it was voting day on Chebeague Island and that Member Vika Wood was staffing the polls and could not attend.
