The Mendocino County zoning administrator approved Administrative Permit AP 2025-0033 on June 11, 2026, allowing temporary occupancy of a trailer coach as a family care unit on a roughly 20.17-acre parcel at 42500 North Highway 101, about 2.45 miles south of Laytonville.
Marco Rodriguez, the county project planner, told the zoning administrator that staff found the proposal consistent with the agricultural zoning classification and recommended approval. "The applicant is requesting an administrative permit to allow the temporary occupancy of a trailer coach as a family care unit," Rodriguez said, and staff concluded the project is categorically exempt from further environmental review under the California Environmental Quality Act.
Rodriguez said the parcel is addressed as 42500 North Highway 101 (Assessor's Parcel Number 014-280-10) and that the administrative permit must be renewed annually by the property owner or an authorized agent. Environmental Health reviewed the proposal and determined the trailer may use the existing septic system; Rodriguez noted the applicant submitted a will-serve letter from Layton City Disposal Company confirming monthly septic pumping services on the first Monday of each month. The building division indicated an electrical permit will be required for utility connections.
During the hearing an applicant representative identified as Sonia asked whether the renewal period would be based on the application submission date or the approval date. The zoning administrator answered, "the renewal is based upon today's approval…so, it would be based upon the date of the hearing." The applicant had no further comments.
The zoning administrator approved the permit "subject to the findings and conditions contained within the resolution" presented by staff and noted a 10-calendar-day appeal period; the permit becomes effective roughly 11 days after the hearing if not appealed, at which time the applicant may apply for necessary building permits for utility connections. No members of the public spoke on the item.
The county staff referred the project to applicable reviewing agencies on Jan. 20, 2026, and the zoning administrator said there were no unresolved consistency or fire-zone concerns identified during the presentation. The hearing was adjourned at 1:37 p.m.
Next steps: absent an appeal, the permit holder must renew the family care unit permit annually and either remove the trailer or convert it to dead storage when the unit is no longer needed.
