The Park Rapids City Council on July 22 approved several routine and project‑level items, voting unanimously on a conditional‑use permit, an architectural services contract, audit acceptance and other measures.
Planning: the council approved Resolution #2025‑121 to allow a custom picture‑framing home occupation at 500 Woodland Avenue after the Planning Commission recommended approval. City Planner Ben Oleson reported the commission’s recommendation and councilmember Joe Christensen moved to adopt the resolution, which passed unanimously (second: Liz Stone).
Capital project procurement: the council awarded architectural services for the City Hall remodel and Rapids Spirits liquor‑store expansion to Ringdahl Architects of Alexandria following a review of 10 RFPs; City Administrator Angel Weasner said the selection was based on fee, location and scope. Councilmember Tim Little moved to award the contract; Liz Stone seconded and the motion passed unanimously (Resolution #2025‑123).
Finance and consent: council approved payables of $263,243.41 and prepaids of $191,019.56 and unanimously approved the consent agenda, which included vendor payments and permits. Several individual consent‑agenda payments were listed in the meeting packet, including $99,793.83 to the Minnesota Public Facilities Authority and payments to Bert’s Truck Equipment and Brady Martz.
Administrative authority: the council approved a letter authorizing the City Administrator to act as certifying officer for the Heartland Heights Subdivision project in accordance with 24 C.F.R. 58 (motion by Tim Little, second by Joe Christensen).
