Park Rapids council approves conditional use permit for auto body shop, adds paving requirement

The Park Rapids City Council unanimously approved a conditional use permit (CUP) for an auto body repair business at 1102 First Street West on June 24.

City Planner Ben Oleson said the Planning Commission recommended approval of the CUP “with the eleven conditions as stated in the resolution.” During council discussion, Councilmember Liz Stone proposed amending condition No. 3 to require that the business pave its parking lot within two years if the adjacent frontage road is ever paved. The council adopted Stone’s amendment and approved Resolution #2025-112, with Stone moving and Joe Christensen seconding the motion.

The permit authorizes construction and operation of an auto body repair business in a B-1 Highway Business District subject to the eleven conditions laid out in the resolution and the newly adopted paving requirement. Council minutes record no further public comment on the item and show the motion passed unanimously.

The amendment ties the paving obligation to future public work on the frontage road rather than imposing an immediate paving mandate. That condition means the business would need to pave its lot only if and when the city or another authority pays to pave the adjacent frontage road, at which point the owner must complete paving within two years.

Council records did not specify the property owner’s name beyond the permit address, nor did they list the text of all eleven conditions in the minutes. The council’s action grants the city administrator and appropriate staff authority to implement the resolution and issue the CUP under those conditions.
