Arkansas Legislative Council adopts subcommittee reports, approves consultant contracts and gives favorable advice on state parks request

The Arkansas Legislative Council met Sept. 26, 2025, in Committee Room A of the Big MAC Building in Little Rock and moved through a packed agenda of subcommittee reports, contract approvals and new interim study referrals.
House Co-Chair Representative Les D. Eaves called the meeting to order and members quickly approved the minutes from the council’s Aug. 15 meeting. Senator Ben Gilmore moved to suspend ALC rules to take up a supplemental agenda and later presented the Executive Subcommittee report, which the council adopted by voice vote.
The Executive Subcommittee approved waiver requests for Cooperative Purchasing Construction Services for Jackson County School District and De Queen School District and recommended two consultant-service contracts: Georgia Center for Opportunity Inc. for an ALC Hospital, Medicaid & Developmental Disabilities Subcommittee study on workforce and social services, and EXCEL Services Corporation for a Joint Energy Committee nuclear energy feasibility study. Both consultant approvals were included in the adopted Executive Subcommittee report.
The council heard and adopted reports from multiple standing subcommittees, including Administrative Rules; Charitable, Penal & Correctional Institutions; Claims Review & Litigation Reports Oversight; Highway Commission Review and Advisory; Hospital, Medicaid, and Developmental Disabilities Study; Occupational Licensing Review; Performance Evaluation and Expenditure Review (PEER); Review Subcommittee; State Insurance Programs Oversight; and the Uniform Personnel Classification and Compensation Plan Subcommittee. Motions to adopt each subcommittee report were made and passed by voice vote.
On communications, the council took action on Item H.09(b), a Department of Parks, Heritage, and Tourism, Division of State Parks request for favorable advice to establish a new state park or acquire property for existing parks, submitted under A.C.A. § 22-4-106. Jeff King, Deputy Director of the Division of State Parks, responded to members’ questions. Senator Missy Irvin moved to give favorable advice on the request; the motion was seconded and passed by voice vote.
The council also referred two new interim study proposals to the House Committee on Education: ISP 2025-077 (Representative Kendra Moore) to study the educational and economic impacts of allowing students with documented learning differences to use text-to-speech assistive technology during state assessments; and ISP 2025-078 (Representative Joy Springer) to study instructional assistance and test-taking costs for those seeking nursing certification. Both referrals were adopted by voice vote.
