South Bloomfield council approves public records, zoning changes and confirms two police appointments

The council approved Ordinance 2025-13, which amends the Village public records policy. Amber Murphy moved the second reading and Dena Cobb seconded; councilmembers Ken Everts, Woody Blanton, Tom Ramsay, Dena Cobb and Amber Murphy voted yes. On the same agenda the council approved Ordinance 2025-14, amending the zoning code; Dena Cobb moved the second reading, Tom Ramsay seconded, and the roll call was Ken Everts, Woody Blanton, Tom Ramsay and Dena Cobb — yes — with Amber Murphy recorded as abstaining. The motion carried.
Council also confirmed two emergency personnel actions in the police department. Resolution 2025-09 confirmed the appointment of Andrew Francis to sergeant; the council approved the resolution and, by separate motion, waived the second and third readings. Resolution 2025-10 appointed Willie Marcum III as a full-time police officer; that resolution and a motion to waive additional readings were likewise approved. Tom Ramsay made the motions to approve both resolutions and Woody Blanton seconded them, with recorded yes votes from the present members.
The council held and approved first readings on four additional ordinances: 2025-15 (amendments to Chapter 72), 2025-16 (amendments to Chapter 76), 2025-17 (creating regulations governing pawn brokers), and 2025-18 (amendment to Section 51.04(K)).
