South Bloomfield council hears staffing and infrastructure updates, resident seeks help with $800 water bill

Joe Allen said a previously reported issue on US-23 had been repaired by the end of the prior Friday and crews have moved to work on 2nd Street. He said he is preparing bid specifications for a planned flow-equalization project and that Go-HR has drafted a job description for a proposed utility supervisor position.
Fiscal Officer Alisha Burke reported the advance from the general fund to the criminal-justice grant fund has been repaid. She told the council she needs vendor contact information to cut a check for the Halloween Fest DJ. With Perry's resignation, volunteer Carla Hart offered to cover shelter-house cleaning; council members agreed to pay her two hours at overtime rate for each cleaning while the village seeks a contractor or replacement.
Sgt. Francis, in the police-department update, said one of the village's officers had resigned and the department is currently one officer short. The council discussed but did not act on recruitment or replacement during the meeting.
During public comment, resident Andrea Wells said an outdoor faucet leak led to an excessive bill of about $800 and asked whether the council could offer assistance such as a payment plan. Administrator Joe Allen said he would review the bill with Fiscal Officer Courtney and contact Wells with options.
What happens next: Administration will prepare bid specifications for the flow-equalization project and follow up with the resident about billing; the village will continue interim shelter-house cleaning arrangements and consider staffing plans for public safety positions.
