South Bloomfield council approves six ordinances; police report recent drug seizures

The Village of South Bloomfield Council on July 21 approved six ordinances and heard updates from the police department and village administrator before adjourning at 6:16 p.m.
The measures approved included amendments to the village public records policy and zoning code, changes to multiple chapters of the municipal code and a new regulation requiring pawnbrokers to enter transactions into the LEADS online system to aid recovery of stolen property. Police Chief Michael Maynard described the pawn-broker measure and said it is intended to help officers locate stolen items more quickly.
“[The ordinance] will require pawnbrokers in the village to enter items through LEADS online to help with location of stolen property,” Police Chief Michael Maynard said.
The council approved the third reading of Ordinance 2025-13 (public records policy) and 2025-14 (zoning code) and carried second readings for Ordinances 2025-15, 2025-16, 2025-17 and 2025-18. Council member Woody Blanton moved approval of the third reading of the zoning code amendment; Amber Murphy was recorded as abstaining on that vote while the other listed council members voted yes.
Police department updates: Chief Maynard reported that he completed ICS-300 training and that officers recently made two drug seizures. He said Officer McCoy and Sgt. Francis executed a large seizure of suspected cocaine last week and that Officers Flores and McCoy had a separate seizure of methamphetamine over the past weekend. Maynard also said the first new cruiser has been picked up from Parr and a second cruiser would be picked up the following day.
On a question from Council member Dena Cobb about proposed parking restrictions in Ordinance 2025-16, Maynard clarified the rules are aimed at trailers left on streets that hinder visibility and would not apply to lawn-service trucks, delivery vehicles or similar temporary uses.
Village Administrator Joe Allen told the council that work on U.S. 23 will move to night operations when crews reach the work on that route. He also noted the village’s new utility operator began work that day and is not currently licensed.
Council member Amber Murphy asked the council to reschedule Movie Night in the Park because several council members were unavailable for the tentative August 23 date; the council agreed to seek an open September date from Sunset Cinema.
