Duncanville ISD reviews TASB update 127; board asked to adopt local policy revisions

Dr. Tuluence Graham reviewed the scope of TASB'recommended Update 127 and the district committee's recommended local changes. He said the update affects 11 policy codes and includes routine cross-reference edits, two new local policies, and one policy deletion.
Key points highlighted to trustees included revisions to superintendent nonrenewal language to reflect two new lawful reasons consistent with recent state legislation (for example, prohibiting assignment of duties that are prohibited by law and directing instruction prohibited by law), a reorganization of personnel position policies into clearer sections for principals and other positions, and an administrative change raising the capitalization threshold to $10,000 to align with federal definitions.
Graham also explained a change tied to the district's campus reconfiguration: grade-banding and promotion rules in EIE local were updated to reflect the district's shift to elementary (pre-K'5), middle (6'8) and high school (9'12) configurations. On gifted-and-talented (EHB), he noted a state administrative-code change requiring that any matrix or threshold used for selection may no longer weight scores by race, ethnicity, sex, socioeconomic status or disability.
The committee recommended trustees review the proposed language and vote at a future board meeting. "These are recommendations, not mandates," Graham said, explaining TASB provides model language but the district decides what to adopt locally. Trustees asked clarifying questions about the promotion-alignment mechanics and were told the new guidance has been in effect operationally on campuses this year and will be brought forward for a formal vote at a subsequent meeting.
