Township awards $91,721 road project, orders replacement road truck

Norwich Township trustees voted to award a contract for local road resurfacing to Heffner Construction after opening competitive bids and confirming the company's bid was the lowest compliant offer. The board moved to prioritize the oldest overlays as part of a five-year resurfacing plan and to proceed with curb repairs and related road work as funding allows.

The board opened bids at the June 26 meeting and directed Road Superintendent Steve Montgomery to verify compliance; trustees then approved awarding the contract to Heffner for $91,721.01. The motion to award was made by Mr. Junk and seconded by Mr. Workman and carried unanimously. Trustees also accepted a state-bid price to replace a road truck and approved orders for plow and spreader equipment to keep vehicle ages within the department’s rotation policy.

The resurfacing plan is intended to start with the oldest overlays and use roughly $200,000 from the township’s road budget in the initial phase. Mr. Montgomery will submit a prioritized curb list to the county engineer by the prescribed deadline so those roads can be included in county coordination and the township’s annual road inventory.

Why it matters: The resurfacing contract and truck purchase are the township’s primary near-term investments in preserving road infrastructure, reducing future maintenance costs and improving winter operations. The board expects completion deadlines and work sequencing to be set in coordination with county crews and the chosen contractor.

The board also agreed to repair problem curbs and sidewalks identified during the road survey, directing Badurina Construction to proceed on curb sections at a negotiated per-foot price when funds are available. The action follows a multi-step procurement and inspection process and is the latest of several capital and maintenance decisions the trustees made in 1995.
