Trustees oppose several annexation moves and join regional planning discussions

Throughout 2000 Norwich Township trustees engaged repeatedly on annexation and land-use matters affecting township boundaries and future service responsibilities. The board filed formal opposition letters to some annexation petitions and attended county-commissioner hearings related to boundary changes.
The trustees opposed the Cobb property annexation (a hearing on Jan. 5) and recorded following actions after the county commissioners rejected the annexation. They also tracked and attended the City of Hilliard petition affecting Washington Township boundaries. Trustees met with MORPC staff and contracted with MORPC for land-use assistance ($10,500) to help the township develop a planning response and to staff a land-use committee that met through the year; the board later participated in county-level planning discussions and moved to endorse the newly formed Franklin County Planning Commission.
Developments discussed included the SOMA site (industrial development) where a firm sought temporary easements and ADS committed to the first business to locate in the SOMA development; trustees also fielded resident opposition to the Sugar Development sewer plan and voted to write the EPA and local newspapers opposing the sewer approach. Trustees flagged that annexation outcomes would affect tax base, school assignments and services—and asked the prosecutor for legal options when potential annexation would change usable acreage for township purposes.
