Board renews industrial waste discharge permit for Eli Lilly site in Pleasant Prairie

The Kenosha Board of Water Commissioners voted Feb. 10 to renew an industrial waste discharge permit for Eli Lilly and Company at its Pleasant Prairie facility, a permit that was originally issued to Nexus Pharmaceuticals and transferred after acquisition.
A utility staff member said the company has had the permit since 2021, has made modest pretreatment adjustments for pH and other parameters, and has had no violations on record. Staff recommended reissuing the permit to the new owner because operations will continue as they have historically.
Justin Jensen, a representative for Eli Lilly and Company, confirmed the company is planning an addition but said operational makeup will remain within the terms of the permit: “We are planning for an addition now and working through that process... There might be a small increase in volume. But as far as what we're discharging, as far as makeup and pH and temperature, it'll still be within the confines of the permit.”
The board moved, seconded and approved the renewal by voice vote. The transcript records affirmative “ayes” and the chair recorded an affirmative vote; individual roll-call tallies were not recorded.
Staff said the permit renewal is administrative to reflect the change in ownership and that no operational changes requiring new permit conditions are anticipated at this time.
