Commission approves quick-claim deeds to tidy right-of-way ahead of DNR shoreline revetment project

The Kenosha City Planning Commission approved two quick-claim deeds on Feb. 6 that adjust right-of-way ownership related to the wastewater treatment parcel and adjacent land—moves that staff said are part of a larger effort to enable shoreline revetment work.
Curtis Zernicki (S12), representing the Kenosha Water Utility, told the commission the deeds help clean up ownership and lot lines around the treatment plant and the nearby parcel commonly called the Dunes property and that the utility hopes to sell the parcel to the state of Wisconsin to support shoreline revetment. Staff said the deeds merely formalize existing rights-of-way and recommended approval so the project can proceed to the next steps.
Commissioners voiced support, noting the Department of Natural Resources and local partners are involved in shoreline restoration. A motion to approve both quick-claim deeds was made and seconded; the commission approved both items by roll-call vote. Staff said final recording with required agencies will follow and that the common-council or other review steps will occur as necessary for the larger restoration project.
The action permits the city and water utility to clarify legal interests in the right-of-way and to move forward administratively; no funding amounts or sale price for the Dunes parcel were discussed during the hearing.
