The Brooklyn City Council voted unanimously to authorize a two-year public-health services contract and to approve a county grant application and several insurance renewals at its recent meeting.
Council took its first formal action on Resolution 2025-27, a third-reading measure authorizing the mayor to enter a contract with the county board of health for public-health services in 2026 and 2027. The resolution was moved, seconded and adopted on a roll-call vote in which all present council members recorded 'yes.'
The council also considered Resolution 2025-29, a request to apply to the county supplemental grant program for an exterior home-repair grant. The resolution seeks $50,000 from the county with a matching $50,000 contribution from the city. Because the county deadline was imminent, members voted to suspend the rules and adopt the resolution the same night; the motion passed unanimously.
In separate actions tied to employee open-enrollment, council members voted to suspend the rules and adopt Ordinance 2025-21 accepting the Medical Mutual of Ohio renewal for medical coverage for eligible employees for Jan. 1–Dec. 31, 2026, and Ordinance 2025-22 accepting Delta Dental coverage for the same period. Both ordinances were declared emergency measures to allow open enrollment to proceed on schedule and were adopted by unanimous roll-call votes.
Council placed Ordinance 2025-23, the 2026 Capital Improvement Plan (total stated as $17,140,000), on first reading; no adoption vote was taken on the CIP during the meeting.
Votes at a glance - Resolution 2025-27 (public-health services contract): adopted (unanimous). - Resolution 2025-29 (county supplemental grant application, $50,000): adopted (unanimous). - Ordinance 2025-21 (2026 medical insurance renewal): adopted under emergency (unanimous). - Ordinance 2025-22 (2026 dental insurance renewal): adopted under emergency (unanimous). - Ordinance 2025-23 (2026 CIP): first reading only.
What happened in council debate There was little extended debate recorded on the floor for these measures; the finance committee and committee of the whole had recommended adopting the legislation, and council moved quickly through suspensions and roll-call approvals to meet timing needs for grants and open-enrollment deadlines.
Next steps The mayor is authorized to execute the public-health services contract under Resolution 2025-27. The city will proceed with the county grant application and prepare for 2026 employee open-enrollment under the adopted insurance ordinances. The CIP will return for additional readings and discussion before any adoption vote.
