The North Haven Select Board voted Jan. 7 to contract with CCPM for $1,000 to fund phase four of a strategic-planning effort focused on the town-owned clinic’s governance and priority policies. The work is intended to identify roles, responsibilities and the highest-priority policies and procedures the clinic needs to operate reliably.
Jill, a clinic staff member who has been working on operational improvements, described progress since her role began: the clinic has seen a roughly 13% increase in revenue and improvements in billing and coordination. The CCPM scope will produce draft governance documents and a prioritized list of clinic policies, with additional policy drafting and implementation to be funded later, ideally with grant support.
Separately, the board discussed a grant application that would cover Advanced EMT (AEM/AMT) training for a clinic employee. Board members raised questions about whether the particular grant would be available to other EMTs, how training time would affect clinic coverage, and whether nurse-practitioner response patterns to calls would change. After extended discussion, a motion to table the grant application until staff can provide more information carried.
Board members emphasized that clinic–EMS coordination must be a part of the governance work and asked that EMS representatives be engaged as CCPM drafts policies and operational agreements.
"The next step is creating that framework — who’s responsible for what and the priority policies — then move into drafting the clinic procedures," Rebecca said. The board approved the $1,000 contract to begin that framework work.
