Planning staff flags Middle Street Extension site as unsafe; developer absent

Planning staff told the Attleboro Planning Board on May 4 that work on the Middle Street Extension is not near completion despite a construction deadline in two weeks. Director Gary Ayrassian said inspectors observed exposed concrete stormwater structures and drain pipes, extensive mud on the roadway, missing top course pavement and berms in some areas, and large holes that staff considered public-safety hazards.
An appointment was scheduled for Jude Jacobs of Kings and Castle Group to speak on the project; Jacobs did not appear. The Board directed staff to contact the developer and require Jacobs' attendance at the Board's next meeting to explain the construction schedule and outstanding safety issues.
The matter remains under administrative review; the minutes record staff's observations and the Board's instruction for the developer to appear but do not show any formal enforcement action taken on May 4.
