Cushing selectmen approve warrants, send coastal ordinance to voters and authorize $1,000 fire truck deposit

CUSHING — The town selectmen on Sept. 28 approved routine warrants and minutes, adopted a Maine Municipal Association model ordinance for fiscal 2016 and voted to present an amended Coastal Waters Management Ordinance to Cushing voters at the Nov. 3, 2015 election.
Chairman Alton Grover called the meeting to order at 6:20 p.m. and confirmed that Selectmen Laurie Haynes, Martha Marchut and Heidi Alley were present; Daniel Staples was absent. Treasurer Lisa Young recorded staff attendance and later reported on banking matters.
The board approved Warrant #36–#39 and accepted the Sept. 14 minutes, each motion carried 4-0-0. Selectman Laurie Haynes moved to adopt the Maine Municipal Association Model Ordinance GA Appendices A–C for the period Oct. 1, 2015 through Sept. 30, 2016; Selectman Martha Marchut seconded and the motion carried 4-0-0. The board also accepted the Town of Cushing Coastal Waters Management Ordinance as amended and agreed to present it to voters at the Nov. 3, 2015 election; that motion carried 4-0-0.
During unfinished business the board addressed repair needs at the town food pantry. Chairman Alton Grover reported that local contractor Gary Grant was hesitant to provide a written bid because rot might be discovered when windows are removed; Grant gave a verbal quote of $200 to reset windows and repair sills. Selectman Laurie Haynes moved, and Selectman Martha Marchut seconded, to accept the $200 verbal bid and to direct Grant to contact Chairman Grover should additional work be necessary. The board authorized Grover to approve any extra work; the motion carried 4-0-0.
Fire Chief Arthur Kiskila asked the board to authorize a $1,000 deposit to V.R.S. Sales Ltd. to hold a 1995 International fire truck. The board conditioned the deposit on receipt of a signed agreement from V.R.S. Sales Ltd. guaranteeing return of the deposit if the truck did not meet the town’s expectations. Selectman Martha Marchut moved the conditional approval and Selectman Laurie Haynes seconded; the motion carried 4-0-0. The chief noted that finding a fire truck less than 20 years old is unlikely.
Members also discussed wording and placement for a veterans memorial. The group expressed concern about a bronze plaque being stolen and recalled a prior decision to engrave the stone; they will finalize wording and stake the memorial site with plans for a Veterans Day ceremony and an invitation to local Boy Scouts.
In new business Treasurer Lisa Young told the board that The First had proposed a higher interest rate; the board declined to break its three-year agreement with Camden National Bank and will remain with Camden. Young said she would wait on any CD purchases given possible interest-rate increases. An unidentified audience member suggested the town consider Northeast Bank in Brunswick.
There were no citizen comments during the public comment period. Selectman Heidi Alley moved to adjourn at 6:55 p.m.; Selectman Laurie Haynes seconded and the motion carried 4-0-0.
