Councilmember Wagner moved to waive the three-reading rule; Mr. Norn seconded the motion. The council then voted to approve Ordinance 2025-11 on second reading, and the item was placed on the agenda for the next meeting for the required third reading.
The action keeps the timeline intact for the fiscal cycle; staff noted the ordinance reflects numbers the council approved earlier in the budget process and that the document conforms to the state budget form required for municipal appropriation ordinances.
The council did not alter major line items during the second reading, and no amendments were offered during the session. The ordinance will return for a third reading and final adoption at the council’s next meeting.
