Resident asks council to approve rezoning of 541 Chestnut; ordinance moves to final reading

Greg Stoofer identified himself and told the council he was speaking in support of his parents' request to rezone 541 Chestnut Street from RO (original residential) to C2 (general commercial). "I'm a current resident of Silver City, Iowa here tonight to support my parents in getting zone change on their property," Stoofer said. He told the council his parents want to downsize and that commercial zoning would make the parcel more marketable.
City staff said the parcel has been shown as future commercial in the city's comprehensive plan for decades and that rezoning would be consistent with the plan. Council members discussed impacts and clarified that a future buyer could either convert the lot to commercial uses or leave the house in place; they noted examples of similar conversions in other towns.
Council voted to waive the three-reading rule for Ordinance 2025-09 and then approved the measure on second reading; the ordinance will be scheduled for final reading and adoption at the next council meeting. No members of the public spoke in opposition during the hearing.
Next steps: Ordinance 2025-09 will return for its final reading at the next regularly scheduled meeting.
