Hickman council approves insurance renewal, zoning change and multiple municipal agreements

HICKMAN, Neb. The Hickman City Council on July 22 voted to renew an interlocal insurance agreement, adopted a zoning change for a Chestnut Street parcel, authorized advertising for a final trail segment, and approved several professional service work orders while tabling a sale of city property.
The council approved Resolution 2025-06, renewing membership in the League Association of Risk Management pool with an option recommended by staff that includes a 180-day notification and a three-year commitment in exchange for a 5% discount. City staff told the council the pools minimum deductibles had been adjusted and that the change did not increase the citys contribution. The resolution passed on roll call.
In other formal actions, the council passed Ordinance 2025-09 on third reading to rezone 541 Chestnut from RO (original residential) to C2 (general commercial). The measure passed following a motion and roll-call approval.
The council also approved several administrative agreements: a not-to-exceed $43,250 work order to Olsson for construction observation on the Edmond Estates Second Addition (costs are reimbursable by the developer under the subdivision agreement) and continuing engagement with HBE CPAs to prepare the State of Nebraska city/village budget form for FY2025-26.
Council authorized staff to advertise bids for the final segment of the Scots Creek Trail; Olsson consultant Shane said federal reporting and grant conditions have been satisfied and recommended a roughly three-week advertisement period before opening bids. Construction is expected to be scheduled after Oct. 1 depending on bids and weather.
On a separate land-sale matter, the city received two sealed bids for Lot 2 in the Edmond Estates First Addition (one for $100 from SWG4 LLC, submitted through counsel; one for $1,000 from Vicente Rodarte) but voted to table Ordinance 2025-10 indefinitely, halting the sale process.
Motions and voting at a glance: the council approved the insurance renewal and the ordinance rezoning 541 Chestnut, voted to advertise the Scots Creek trail bid, approved the Olsson work order and the CPA budget agreement, and tabled the land-sale ordinance. Where specified, staff said costs for oversight work orders would be billed back to developers.
The councils routine consent agenda and departmental reports were also approved during the meeting.
