Council reviews Terrace View Park plan; phase one base bid estimated at $650,000

Eric Casper presented an updated master plan and cost estimate for Terrace View Pickle Ball Park, explaining the design shift that moves the courts to the south and reduces grading quantities and costs. "We were able to reduce that significantly," Casper said, telling the council the change reduced earthwork volumes and moved lighting away from nearby residences.
Casper said phase one would include grading, the south pickleball courts and walks as the base bid, with a phase-one budget target of about $650,000. Alternates ' including tennis courts, playground pad, a north sidewalk connection and additional lighting ' total roughly $600,000 and would be added only if additional funding is available.
He described construction schedule steps and procurement milestones: 90% design plans are expected by Sept. 23, the city would post bid documents after council approval, bids would be open for roughly three weeks, bids would be opened Oct. 16, and the council would consider an award on Oct. 28 with construction potentially starting Nov. 3.
Council asked about grading savings; Casper estimated the redesign saved about $60,000 in earthwork. The designer described on-site grading strategies to limit exported soil and use berming for noise mitigation near residences.
No formal action to award a contract was taken; staff will return with the 90% plans and a final bid recommendation on the timeline Casper outlined.
