Trustees discuss joining neighboring municipalities on environmental review of 140‑unit Harrison project at 67 Grant Street

Trustees discussed a proposal to work with neighboring municipalities in response to a large residential project proposed at 67 Grant Street in Harrison.

Chair (speaker 2) said the village is considering a joint approach with Harrison and the town/city of Rye to commission or coordinate environmental reviews — focusing on wetlands, river and flood impacts, traffic and parking, and mutual‑aid implications for police and fire services. "The hope is that the 3 municipalities... will be working together which we hope that we'll be working with other municipalities going forward for grant money and other projects," the chair said.

Trustees noted the project could add roughly 140 units and raise concerns about downstream flooding and congestion on nearby roads. Several members urged a light introductory resolution at the upcoming work session to express the village’s intent to collaborate; the item would not commit funds but would allow joint questions and an independent review of applicant materials if needed.

Committee members and staff suggested the appropriate technical review could be performed by the village’s planning consultants evaluating the applicant’s environmental impact statement, rather than the village preparing a full, separate EIS. Trustees emphasized the board's initial goal is to ensure questions are answered about flood mitigation and variance needs rather than to block or endorse the proposal at this stage.

Next steps: Trustees agreed to draft a preliminary resolution for the work session to express intent to coordinate with Harrison and possibly Rye; staff will follow up on stakeholder coordination and timing of planning‑board hearings.
