Selectmen enter non-public session under RSA 91-A:3 II(c) and vote to seal minutes; resident raises concern about Library Committee public comment rules

At the end of its March 23 meeting the Atkinson Board of Selectmen voted to enter a non-public session citing RSA 91-A:3 II(c), which pertains to matters of reputation. Selectman Greg Spero moved to go into non-public session and Selectman Peter Torosian seconded; the motion passed unanimously. After returning to public session, Selectman Torosian moved to seal the non-public minutes for 10 years; Selectman Paul Wainwright seconded and the board approved sealing the minutes by unanimous roll-call vote. The minutes record the motion to seal but provide no substantive detail about the non-public subject in the public portion of the record, consistent with RSA 91-A provisions.
During public comment earlier in the meeting resident Arlene Quartillo said she is concerned that the Library Committee meetings do not permit public comments. The minutes record Quartillo’s concern but do not show a board response or a follow-up action assigned during the public session.
The board adjourned the meeting at 8:20 p.m. The minutes indicate the non-public session was conducted under the cited RSA provision and that the decision to seal the non-public minutes was authorized by the board.
